SSM recognizes two approaches to conduct a research. The first approach is called Primary Task (PT) because the focus of attention is on improving on the processes currently in place. The second one is Issue-Based (IB) and has as a starting point an issue and focuses on finding new ways to deal with an issue. Clearly, the IB approach is farther reaching than the PT approach because out-of-the-box thinking is stimulated to find new ways of improving on a problematic situation. For this reason, we favor the IB approach, and in addition, there is always the option to fall back to the more restrained PT approach.

In terms of the PQR formula, the PT approach concentrates on the PQ-part, whereas the IB approach puts the R-part first. In practice this means that we start with formulating a goal (R) and a very high level process that every stakeholder finds acceptable. This approach poses no problem because usually everyone agrees on what has to be done. The differences in opinions become apparent when we investigate how an issue is perceived by different stakeholders.

The next step is to find out how each stakeholder can contribute in reaching the desired main goal. In our finding, this is hard question to answer for many stakeholders because they must reconsider their position with respect to the main goal. Some stakeholders are able to adjust, other ones need more time. In any case, there is always the option to resort to the PT approach, although the overall result may be sub-optimal. This should not be seen as a failure. On the contrary, we merely identify sharply the parts of the system that can be improved in the future when the time is right.

By adopting this strategy of carrying out an IB research, we arrive at a sort of backbone of a system comprised of contexts and sub-contexts containing hooks in the form of PQR formula's which can be further refined. Especially the CTF building blocks provides us with an approach to systematically investigate important questions like: what kind of transformation is needed, who is in control, how should the transformation process be facilitated and by whom? By doing so, situations are identified, including the roles played by stakeholders.
